What is measured
A conditional GET for /assets/probe.txt is issued with cache
disabled. Round-trip time is measured with performance.now() and includes
TLS resumption where the browser supports it.

If the probe fails
A failure here usually means the client network cannot reach this particular endpoint.
Retry against the region alias so that health-based routing can select a sibling node.
Persistent failures from multiple networks should be reported with the node identifier
